Freedom of Information: Implementing, Managing and Using the Right to Information

Location: London
Price: £4,500.00
Duration: 2 weeks

Overview
Access to information is key to transparent government. Without it, those in power cannot be held accountable for their actions and decisions whilst citizens cannot measure the effectiveness of specific policies and programmes or engage in informed debate. Freedom of Information (FOI) legislation provides a framework for the active dissemination of information, as well as a mechanism for requesting information that is not routinely released. However, legislation also needs to ensure that the access to government information will not infringe the rights of individuals and organisations, or threaten the safety and security of the nation. Based on first hand experience of designing and delivering FOI compliant public services in a number of countries, this course will introduce participants to practical approaches for managing and using access legislation to ensure that the aspirations of accountability and transparency are met. This course will spend time in both London and Edinburgh in order to examine two different approaches to FOI by comparing and contrasting the distinct arrangements in place in the separate legal and cultural context of Scotland with those in England and Wales.
Learning objectives
· Provide practical suggestions for the drafting of primary and secondary access legislation
· Develop a communication strategy in support of implementation
· Design simple systems for tracking requests
· Conduct an assessment of your organisation to determine readiness to implement and manage FOI
· Develop basic processes for handling and responding to requests including using standard forms and templates
· Recommend the best appeal mechanisms for your jurisdiction
· Provide practical training to others on the use of exemptions and public interest tests
· Establish working relations with civil society to meet expectations
Course content
· Basic principles and purposes of access legislation including Freedom of Information and Data Protection
· Detailed understanding of the components of FOI legislation
· Review of two separate FOI jurisdictions and distinct cultures (England and Scotland) to understand lessons learned
· Elements for implementing FOI, both for the public sector as whole but also within specific organisations
· How to manage information in support of the legislation
· Dealing with the public
· Practical approaches to handling requests and releasing or withholding information
